All league play is under the following rules and regulations. Any rule may be revised at any time by simple majority vote. All new rules go into effect after a vote to make a change. No new rules are retroactive.

THE LOTTERY

At the beginning of every new season, a blind lottery draw will be held a few weeks prior to the start of the season to determine that year’s draft order. Each team’s logo will be placed into a plain brown envelope. The envelopes will be randomly shuffled. The commissioner will open each envelope from the bottom up. The last envelope opened is the first pick followed in descending order to the last pick.

THE DRAFT

The draft is traditionally held the Friday before opening weekend of the NFL season. The time and place is to be announced. Each team will draft in the order of the lottery. To maintain balance, the draft order will be reversed in even numbered rounds (e.g., Round 1 begins with team 1 and proceeds in ascending order to team 10; Round 2 begins with team 10 and proceeds in descending order to team 1). This order will rotate through 18 rounds of the draft.

Each owner will compile a team consisting of the following skills positions:

During the draft each owner will be given three minutes to make each selection. If that owner does not make his pick in time, the next team will have three minutes to make their pick and only then will the skipped owner be given a chance to make a selection. An owner may not pass twice on one pick under penalty of forfeiting that pick. Teams with two consecutive picks will receive three minutes for each pick.

At the end of the 4th and 12th rounds, there will be a 15-minute break to review the draft board. At the end of round eight, a 30-minute break will be taken.

Each owner is responsible for knowing NFL rosters. Any player taken that is not active must be kept on that roster until after the draft. Each team is responsible for meeting proper roster requirements before they leave the draft. Any position that is not met will be corrected at the end of the draft by dropping the last player taken that prevented requirements from being met.

During the draft any player selected that is already on the board will cause that team to forfeit that pick and the next team in line will pick. The team that forfeits its pick will be allowed to make another selection before the draft resumes.

WAIVER CLAIMS

Playoff drafts have been eliminated in favor of a waiver claim system. For a $1 fee (which goes into the overall pool), a player can be waived for any reason. If a player claimed to replace the waived player is claimed by more than one team, that player shall go to the lowest team in the standings. If there are teams tied who claim the same player, then the team that scored the least in the immediately preceding week shall successfully claim that player. Claims are accepted until 10 P.M. Central on Wednesday each week of the season. Multiple claims are allowed in a week under two conditions:

Players waived in this manner are eligible to be claimed the following week. The team who waived the player is eligible to claim the player only if no other team has placed a claim on that player.

STARTING LINE-UPS

All line-ups are due in to the commissioner or the statistician by the kickoff of the first NFL game of that week. If the week begins on a Thursday, players competing on that day need to be identified as being in the starting line-up for their owner and team. The only exception is to call the owner of the team you are playing in head-to-head that week, if you are unable to reach the commissioner or the statistician. Failure to do so will result in having the same roster as the previous week. Failure to call in a roster a second time during a season will result in no roster for that week’s game and zero points.

Line-ups can be taken at any time by using the Line-Up Selector and choosing the appropriate week.

SUPER BOWL ROSTER: Owners may play any eligible player on their roster.

TRADES

Any team may trade any player on its roster as long as it and the team it deals with both meet roster requirements. Multi-player trades follow the same roster requirements as single player trades. A fee is charged per player per trade according to the following formula:

A trading deadline is imposed after week sixteen.

BONUS POINTS:

The team defense scores 2 points for a safety or a number of points depending on the length of the play for a touchdown scored by an interception or by a fumble recovery (these plays include blocked punts and blocked field goals, i.e., where the defense scores in the four down sequence known as possession). Laterals are considered a play interruption and the distance at the point of the lateral is used for calculation purposes.
The team defense can also score a bonus of six points if it shuts out its NFL opponent.

The Dallas Morning News will be the official source of all potential scoring plays, but may be overruled by league vote.

HEAD TO HEAD COMPETITION

A separate scoring competition based on teams from two divisions is also included in the league competition. The two divisions are decided each year by the lottery. The Nubs division is made up of odd numbered teams and the Stubs division is made up of even numbered teams.
TIE BREAKER: for each week's competition is total yards accumulated by the starting line-up (quarterback, running backs, wide receivers, and tight ends only).

The winner of each division and the next two best records in the league advance to the playoffs. The playoffs are completed by the last regular season game ensuring all teams of a full starting roster. The tie breaker for the head-to-head competition is:

ROSTER EXPANSION

After week 15 any team may expand their roster from 18 players up to a maximum of 22 players. The additional four players will be considered at large so that roster requirements will still be met. Roster expansion costs the expanding team $5 per player. Roster expansion does not interfere with the current waiver claim procedure and is meant to co-exist along side during the BFF and NFL playoffs.

LONGEST PLAYS

The longest plays of the year are rewarded according to the payout schedule. There are four categories: pass, run, receive, and kick. Any position player can qualify in any category. In the event of a tie, the earliest occurrence by week of the longest play shall be declared the winner. Categories still tied shall split the payout amongst the winners in that category.

PAYOUTS

The entry fee is $30. Payouts are as follows:

The total pool is broken into three competitions:

The longest play winners split their share equally (i.e., there are four categories so each winner gets 25% of the designated pool. The other two competitions break down as follows:

The total pool is the sum of entry fees and transactions costs incurred by the league (less trophy costs). All losses and fees are due no later than the Super Bowl.
